Job Description:
The City of Chandler, Arizona, is seeking a Community Development Block Grant Program Supervisor. Chandler, a thriving suburb in the Phoenix metropolitan area, is seeking an experienced CDBG program manager with a record of achievement in program implementation and management of people. This position is responsible for overseeing the City’s Housing Rehabilitation program, public service funding to Chandler area non-profits, development of the Consolidated and Annual Plans and CAPER, as well as other CDBG and HOME funded community revitalization programs and other HUD federally funded programs. This position will be the City’s expert in the development and implementation of CDBG and HOME funded programs as well as the leader of the CDBG program staff.
Previous experience in managing the day-to-day operations of a CDBG program is required, as is specific education. Responsibilities include compliance with all federal regulatory agencies and procedures; Develops programs for and administers CDBG and HOME federal grants and housing and redevelopment programs; sets grant funding priorities; prepares planning documents and contracts; completes applications and funding allocation documents; and performs financial monitoring of federally funded activities; manages the ongoing monitoring process of grantees in accordance with federal requirements; manages the citizen participation process for the allocation of federal funds; manages public hearings, ensures programs and projects submit and meet the national objectives of the federal programs.
Minimum Job Requirements:
• Bachelor’s Degree in Public Administration or Urban Planning; and
• Four (4) years experience in Community Development Block Grants and federal funds management including two years supervisory experience; and
• Valid Arizona Driver’s License.
